    77* The actual date is server time which is UTC (formerly GMT)
    88* The software can never know what the user intends regarding the date and closing the report or leaving it open. This means current year archives WILL update the open report even if the current AICIS year has clicked over.
    9 * Saving the open report deletes all related (current year) introductions AND THEN re-archives all the Introductions (in their current state) for all chemicals set to be included in the annual declaration
