Description
Currently, scan_cas_for_aiic_change (see #72) is executed manually but in future it needs to be executed automatically.
Some design/research is required to decide if it better to trigger it from some other action such as editing the AIIC inventory or just schedule it using the system scheduler (cron).

scan_cas_for_aiic_change is now executed daily via the webserver crontab

This service has been renamed to "nya_send_reminders()" and is called daily by the webserver crontab.
It uses a corporate regulatory affairs email address with a chemical URLs data structure derived from NYA notes to notify the changes.
It has successfully reset itself for repeated reminders after NYA Reminder days have elapsed.
