current_year() method needs review

Review and possibly redefine what a single year means when used to label an archived Introduction.
The current_year() method returns the current AICIS year no matter what the date happens to be. AICIS year for 5 September 2022 is actually 2023. It remains that way up to and including 31 August 2023.
