Prevent 'Unknown' physical state when chemical volume > 10kg

Description
For the new REPORTED10KG category, it is permitted for the introducer to not know whether the chemical is a solid or a dispersion or neither.
This ticket raises an error if 'Unknown' is selected with a chemical volume greater than 10kg.
