Detect inorganic salt

Description
We need a little clarification from AICIS whether "inorganic" is adequate or the chemical must be an inorganic reaction product of an acid and a base.
We will proceed on the basis of being consistent with other AICIS guidance and simply return True if inorganic - ie., no C-H bonds.
