Clarification of AICIS flavour/fragrance blend guidance

This ticket does nothing because we already correctly interpreted the Rules. But it does underline the complexity involved and the potential mismatch between legal, colloquial and boolean logic.

... in particular from the AICIS Guidance before this ticket:

your chemical does not have any of the hazard characteristics in the highest human health and the environment hazard bands

... where use of the words "any" and "and" are (arithmetically) logically confusing. My understanding of boolean logic indicates "and" should be "or".
