Embed AIIC inventory for local searching

Description
Import the AICIS-provided downloadable spreadsheet of AIIC inventory data.
This contains the necessary information for assessment scope, use restrictions and special information obligations.
If the AICIS Listing field is blank the software will check the AIIC inventory and automatically select the appropriate choice for that field.
It will also create a note with the same selection as a note title to contain any extra information plus (importantly) the AICIS disclaimer about always checking the online database.
