Description

Periodically, AICIS publish their findings and decisions regarding the Inventory. These appear on their website as numbered evaluations. For example:

https://www.industrialchemicals.gov.au/sites/default/files/2023-06/EVA00093%20-%20Evaluation%20Statement%20-%2026%20June%202023.pdf

This one (EVA00093) lists chemicals which have now been determined as acquiring a "Listed - Inactive" status but with a notification to inform AICIS if information relating to use becomes available.

This ticket calls for a tool which can auto-update our Inventory with such AICIS notified changes.

The existing Authority role is able to manually update Inventory records as often as necessary. This allows Evaluations for a single chemical or a small list to be processed manually. The tool to be developed is intended for longer lists.

Requirements:

  1. The tool must be easily usable by (and locally documented for) a user in the Authority role who only rarely needs to process an Evaluation for large groups of chemicals
  1. AICIS Evaluations of listed chemicals are documents which should be read online via the AICIS website. A Chemintro user however who intends to introduce such a chemical is entitled to see at least the bottom line of the Evaluation plus the URL to read it in full
  1. When auto-processing a list of chemicals, the Authority user must be able to decide what the "bottom line" summary says. That means the process must be repeatable if that bottom line needs to be edited
  1. If AICIS decides to add detail to the Inventory entry, the tool must replace what exists with the new detail
  1. Different Evaluations may apply to the same chemical and the tool must not replace data from a different Evaluation
