Checklist support for AICIS assessment certificate applications

AICIS requires online chemical dossier data entry or an IUCLID6 dossier file for assessment certificate applications.
Some dossier items are "Required" while others are "If available" depending on health and environment risk levels.
This enhancement is to auto-create chemical-specific checklists for document preparation in advance of online data entry on the AICIS or IUCLID website.
In this Stage 1 there will be up to three Notes created:
- Specified classes AICIS assessment requirements - if any Specified classes are involved
- Assessment dossier "Required items checklist"
- Assessment dossier "If available items checklist"
Stage 2 is yet to be settled. It requires user feedback. However, it is important to avoid re-inventing the AICIS/IUCLID6 wheel.
Chemintro is suited to a document management role. There might be value in using it to document where artifacts for an assessment might be stored/retrieved via Useful links.

Document management by checklist
Chemintro dossier records (only seen by 'Authority' role users) each carry the following fields:
- Section (from 1 to 13)
- Item number and sub-section name (from IUCLID6 as adopted by AICIS)
- Four fields setting out Required or If available for four different risk scenarios
- Comment field which gets added to the checklist line item in the respective checklist Note
and
- Payload field which is not yet used. Your ideas requested.
This existing checklist mechanism currently forms the basis of a simple document management system as follows:
- In this context, documents are study reports, images and other evidence
- Such reports are assumed accessible via a browser at a secure (separate credentials) web address
- Peruse for example the Required checklist and notice '4.7 Partition coefficient'
- Manually create a new Note with title '4.7 Partition coefficient - Required'
- Obtain the Partition coefficient study report and upload it to your own secure drop-box-like location
- Convert1 the Note into a Useful link and paste in the URL to your secure location
This action removes the Note from among the others to re-appear as a Useful link with the same Name as the Note's Title and Note content is unchanged as the link Synopsis.
In overview, repeat for all necessary documents and once all notes have been converted to links, your checklist is done and you know where every document is. You can retrieve them on demand and are ready to make the application for assessment.
1 Change the Link selector field in the Note from 'No' to 'Yes'

The Additional items checklist note will only be created if the chemical is in an AICIS specified class. If so, the checklist note will nominate the specified class plus words to the effect ...
"You will need to contact AICIS for guidance on the additional information you must include in your application"
AICIS guidance may need manual note creation if there are additional checklist actions required.
See Ticket #11 which covers auto-generation of notes from checklists for Document management purposes. Additional items is excluded for the above reason.

The above Stage 1 has been deployed for user feedback.
To make it work, you don't really need to do anything if your chemical is categorised as Assessed.
If so, all checklist Notes are automatically created.
On the other hand, checklists can be manually triggered using a new selector field on the Chemical page. It is called Checklist creator. It can be found beneath the Useful link creator field just above the Chemical hazards section.
Checklist creator has the following options:
After automatic (or manual) selection of any option and creation of one or more checklist Notes, it will snap back to the last option so that no edits can be overwritten by the machine.
