Notify user of remaining number of chemicals below ten

Description
As chemicals are created and saved, the token for the number of chemicals subscribed for is decremented. Once the number remaining gets below ten we need to send an email to notify the user.

Prior to this change, an email would be sent for every decrement. An email will now be sent after every ten decrements and then every decrement below ten.
Additionally, we have now added ...
Decrement email: [_] an integer field, to Company Profile as a preference for a company to set. Left blank, each decrement below ten will result in an email keeping the company posted.
Help text for this field reads as follows ...
When the remaining number of chemicals subscribed for is decremented to below 10, an email will be sent for each subsequent decrement. Use this field to adjust that number
