Detect hazards which disqualify a chemical from "Reported <= 10 kg - Low risk"

Description
If a chemical has any of these hazards, it cannot be categorised as REPORTED10KG ...
H340, H341, H350, H351, H360, H361, H360+H362, H361+H362, IC-R.S1.2.4.05
That last hazard is PBT - Persistent, Bioaccumulative and Toxic.
