During testing charging is initiated without selecting Introduction report — at Initial Version

Description
System design was to permit data entry as far as desired without charge. The determinant for triggering payment was:
- Not listed with AICIS (as per manual selection in AICIS listing field); or
- Any selection in the Exclusion field of the Introduction record
- Selection of 'Introduction report' in Report type in the Introduction section
Payment triggering is occurring without 'Introduction report' being selected.
