Update ECHA information

Description
ECHA consolidated data changes currently cannot be displayed due to huge file sizes. They intend to break their data into displayable/downloadable "chunks" in the near future - possibly October 2023.
This ticket calls for all appropriate ECHA updates to be processed into our tables.
More detail when the data becomes available. See also #67.

At this stage, we achieve ECHA changes through AICIS published adjustments. Unless we get a specific request for integration of Chemintro with ECHA this ticket is now closed.

ECHA has updated its list but still cannot deliver the data without crashing their server as of 1/1/2024. We are still working on it. https://echa.europa.eu/regulations/clp/legislation
