Revert Readily biodegradable default from No to Yes

Description
The only annoying default is Readily biodegradable ('No') which automatically generates an environmental hazard.
This ticket changes the default from 'No' to 'Yes' making that hazard disappear from new chemicals and assumes the user is competent to answer the Readily biodegradable question correctly.
This change (together with #48) delivers a new chemical with no auto-hazards unless the Author adjusts properties to trigger them.
